[dmis-bof] Change of Plans

The Department of Energy (DOE) has chosen not to approve any DOE employee
participation in GGF this time.  It is a "paperwork snafu" rather than "we
don't think GGF is important" issue, but the result is the same, I wont be
able to attend GGF.

Please let me know if someone is willing to try and lead the session or if I
should cancel.

Sorry for the short notice.  I found out about an hour ago.
