[DFDL-WG] cutover to github - also need to capture mailing list history

Another thing we need to capture.

Our dfdl-wg mailing list is archived, and we don't want to lose those
archives.

So I assume we need to capture those and somehow migrate those to github or
some other permanent vehicle for posterity as well.
