[DFDL-WG] Proposal: Features to Support Table-Lookup

I'm seeking feedback on this proposal for a future feature in DFDL.

The feature is intended to solve the problem of symbolic constants in data
- enumerations which are strings with corresponding integer values, but
also named numeric ranges.
