[DFDL-WG] Correction to 12.3.7.1 Length of Simple Elements with Textual Representation

On WG call agreed that no change needed, as lengthUnits 'bits' is 
restricted to certain types only.

This section says "For a textual element, the dfdl:lengthUnits property 
can be either 'bytes' or 'characters'."

I think this statement is just old. It predates the addition of 7-bit and 
6-bit characters to DFDL, and the notion that the width of characters 
might not be a multiple of 8-bits. 

This section can be removed.
