[DFDL-WG] Section 7.3: lengthUnits 'bits' description not correct

The original public comment erratum 4.1 allowed lengthUnits 'bits' to be
used with packed calendars. While this has been correctly reflected in
section 12.3.7.2, the description of the lengthUnits property in 12.3 was
not updated. Should say:
Usage is restricted as follows:
h 'characters' may only be used for complex elements and simple elements
with text representation.
h 'bits' may only be used for xs:boolean, xs:byte, xs:short, xs:int,
xs:long, xs:unsignedByte, xs:unsignedShort, xs:unsignedInt and
xs:unsignedLong simple types with binary representation, and for calendar
simple types with binary packed representation.
h 'bytes' must be used for type xs:hexBinary.
h 'bytes' must be used for types xs:float and xs:double with binary
representation
