[DFDL-WG] Action 242 - valueLength and contentLength function wording

It would be useful to define edge-case/error behaviour too 
 eg. for dfdl:valueLength($node, $lengthUnits) what is returned when $node 
is an empty sequence, or sequence of multiple nodes, or a string?
