[DFDL-WG] Direct dispatch choice clarifications (action 219)

The advantage of the seemingly redundant "choice" at the front of the
property names comes if they are used in short form annotations.

I suspect this will often be the preferred format for the element
annotations, the branch keys, and to be a 50/50 proposition for the
dispatch keys, but as those can be complex expressions I would not be
surprised to see the element-form annotations i.e.,

<dfdl:property name="choiceBranchKey">{
   ... complicated stuff involving quoting....
}</dfdl:property>


as the preferred style, and in that case the longer name prefix "choice"
also adds some value.

My vote is dfdl:choiceDispatchKey and dfdl:choiceBranchKey, with the branch
key going on the element.
