DFDL V1 draft 037 is available as ogf-dfdl-v1.0-Core-037.final.doc  at

The most significant change is the definition of the new scoping rules.

Clarified selector scope
Dfdl:defineFormat can only contain one dfdl:format. Dropped baseFormat.
Defined order for resolving floating elements.
Changed dfdl:length() function to dfdl:representationLength()
Moved dfdl:textNumberBase from textNumberFormat. Other minor changes to 
textNumberFormat.
Cannot have expression for dfdl:lengthKind
Many commemts that have been fixed or no longer relevant have been 
deleted. 
Changed dfdl:binaryCalendarRepresentation to dfdl: binaryCalendarRep and 
binaryNumberRepresentation to binaryNumberRep to be consistent
Added table for logical type mapping to representation
Escaping now controlled solely by dfdl:escapeSchemeRef.
Added dfdl: truncateKnownLengthString
Improved section on lengths but not complete
Added Mapping logical numbers to text representation and Mapping logical 
numbers to binary representation
