[DFDL-WG] DFDL Discriminators

I have updated the proposal based on the WG call last week. I have also 
merged in the full description of discriminators. This will be section 7.4 
in the dfdl annotations section so will not follow the Uncertainty 
section.

I have also corrected the syntax of the examples. Not all the examples 
will end up in the spec
