[DAIS-WG] Interop document.

Hi,
    An update. Elias was happy with the proposed answers to his issues. 
I have now submitted the interop document for publication as an OGF 
document with the minor modifications I suggested to my last email. I 
have also asked for the area director(s) appoint an external reviewer 
to decide whether the WS-DAI and WS-DAIR can proceed from proposed 
recommendations to OGF recommendations.
