[DAIS-WG] For reference: ByteIO Interop Testing Specification

This is a near final version of the ByteIO Interop Testing 
Specification, showing the sort of things that needed to be specified to 
do the interop.

It should be stressed that this is the 14th version of the document - we 
updated each time we ran into an issue during the interop to better 
constrain the testing.
