[dais-wg] Update on Document Satus

The three DAIS-WG Specifications and the Interoperability Testing Plan 
have now completed their public comment periods, and are now with the 
authors/editors for responses; thanks to those who commented either in 
public or informally.  The public comments made plus the changes that 
are proposed in response are listed in the relevant parts of GridForge, 
as identified below:
