when the device is oscillating, making its noise, the relay only gets
   about 30mV DC measured by my multimeter, compared to the 12V DC wired
   in.
   so it's time to replace the relays, and be more careful.
   there is a good chance the optoisolator here broke, but not the relays
   themselves.
