Nothing prevents the public from demanding that legislatures write laws prohibiting 'cops' from using specific surveillance methods. I was not arguing that issue. But generally, 'police' are able to do anything an ordinary citizen can do. As long as that remains true, I think we should try to keep them as honest and unbiased as we can.
