Devices like these have been around for some time, and used against
   political targets.
   Some decades back some activists actually built or acquired (I don't
   remember which) one of their own and used it on government officials in
   order to get recognition for the validity of their plight rather than
   simply psychotic diagnoses.
   It's really important to have technologies like these available to
   people, so they can be demonstrated and discussed.
   Tools for detecting their use and protecting people are also preciously
   few.
