   People who are targeted can develop severe physical and mental health
   issues.
   Additionally communication with others can stop working.  One's phone
   calls and messages may be blocked or misdirected, and one's personal
   contacts may be influenced.
   It can also become hard to get a job or retain finances, possessions,
   or even a home.
