   You may have to visit the government workers at home and give them your
   paperwork personally, and the documents may be 80% redacted content,
   but FOIA's can help a ton.  They can explain mysteries that destroyed
   entire communities.  They likely make pressure inside the works, too,
   to make things a little more right.
