The USA voting system came from the haudenasaunee alliance in the
   northeastern area.  Before entering, people calmed themselves, so as to
   have no harm in their words.  Their meetings for decisions started with
   shared value for everything anybody held as important, and then went in
   a circle such that everyone could speak.
