   Why not have an AP-like system set up to target ransomware pirates?
   Traditional law-enforcement systems haven't demonstrated much ability
   to solve that problem.  Enforcing laws against such actions, especially
   across national borders, is difficult.
   There are probably thousands of people with the computer skills to
   attempt this, but they may not have the motivation.  Or, they hesitate
   to stand up and take credit for their accomplishment.
