A Luxembourg-based banking group, which is partially owned by a Russian
oligarch, has filed a more than $1 billion claim against Ukraine in the
International Centre for Settlement of Investment Disputes in an attempt to
recoup the loss it allegedly incurred when Ukraine took control of a bank
it owned.
