The U.S. Supreme Court must clarify that states are categorically
prohibited from requiring plaintiffs to exhaust local administrative
remedies before pursuing claims that state officials violated federal
rights, several Alabamans told the court Thursday, warning that state
prerequisites obliterate federal rights.
