H&R Block wrongly claimed that the Federal Trade Commission's
administrative law judges should be disqualified from overseeing an
administrative proceeding accusing the tax preparation company of deceptive
advertising, FTC lawyers told the agency, arguing the judges don't have
illegal job protections.
