That ‘dream’ has been a continuous reality since at least 2000 and is only vague to the willfully ignorant - its called cryptoanarchy. Every year since 2009 its called for USG surrender - surrender to be marked by release of all Drug War prisoners and return of PAM FutureMaps to handle defeat-in-detail.
