[notes][spam] Wikileaks Not Serving Crucial Pages

While I'm looking at this, I'm noticing that it's much harder than it
has been in the past to find direct downloads on the wikileaks pages.

Wikileaks is giving nginx 502 errors. This post from 6 years ago
indicates those may happen from a DDOS:
