Sally left her shielded apartment and walked along the open streets.

stations bouncing off airplanes ...

People didn't use powerful radios, because when gamma was being buried, it
would learn to make its signals identical to normal, real-world signals, in
the conflict.

When people used weaker radios, it gave gamma a way to hide in plain sight,
so to speak. This reduced the deaths in the conflict.
