okay, i'm looking a little throug https://forums.raspberrypi.com/viewtopic.php?t=308954 which is now possible open in two tabs at once apparently gnome has a menu for toggling bluetooth. my menu says 'bluetooth off' and if i open it, it says 'turn off bluetooth' underneath it.
