Consider tying Litigation Finance to Prediction Markets.
He who predicts successful court win against whatever
unconscienable situations against humanity, the ridiculous,
preposterous, hypocritical, immoral, first principles
criminality of GovCorp etc... wins the crowdfunded contract bid.
