I am inspired to write an explanation.

In the story, Boss has no idea how technology works, and directs
people to do the first thing that makes anything happen.

He didn't start with many resources, so he uses kidnappees to run his
machine learning models, so that he can outcompute his competitors.

He probably hasn't told the machine learning marketers that he
directed entranced researchers to do this.
