	that's technically correct, except, the point is not to allow some random asshole  to download a bloated webpage in 4 seconds cause he's high on meth and can't wait. You are pretending that the only use case is the worst case. 

	And even in that worst case, you can have high rate 'chaff' for a few hours, if the same user is, say, dowloading a movie. So his traffic would get 'mixed' for a few hours, and he would be part of some 'anonimity set'.
