[ot] building remailer infrastructure for the cypherpunks list: visitors and trolls

As visitors and trolls, we might be able to help this community out by
rebuilding a remailer network for it.

Steps:
- [ ] set up a server box to continuously run, and share administration
access with the list
- [ ] learn how to run a remailer and let the list know you have learned
- [ ] provide some reusable setup script so others can easily spin up a
remailer and share the script with the list
