these people didn't know they were "opted-in" to this program as a savings measure.
i had to opt out of this in Arizona; here you will see a message from APS:
"Savings Event Scheduled"
'A Savings Event is scheduled for XX/XX/XX at 00:00 YY. During this time,
your thermostats will be optimized by your utility provider.'
... the range of adjustment is +/- 4 degrees F.
