I have long believed that Businss Insider is a useless leftist rag.  But that doesn't make this specific article wrong.
I think that the Starlink management should interact, financially, with people who live in countries where the government doesn't want the public to have an alternatie means of Internet access.  
It occurs to me that a "Starlink spoofer" ought to be designed and made available to people in Russia, to 'fake' very weak signals that are intended to appear to come from a genuine Starlink device.  Such devices could be solar-powered, and hung from trees on in tall buildings, designed to make it hard to locate any genuine Starlink ground station that might exist, nearby.
