I'm thinking of the logic system behind belief hypotheses.

Say a system were working with other systems to rapidly increase some
behavior related to nurturing larger systems.  The rapid systems and
the larger systems are different, but both are cast similarly.

- humans have beliefs indicated by action, word, or norm
- reinforcement learning systems have beliefs as well, indicated by
action, numbers in a model, or code
