That would be something like "Jaywalking with reckless endangerment to life" (their own life).

Also:

 - criminal trespass (on the road)
 - criminal harassment
 - jaywalking with intent to harass
 - blocking traffic
 - reckless endangerment to life
 - provoking fear reactions in a driver
 - targetting a driver and their vehicle with criminal (or civil blockage) intent
 - harassment and provocations in an environment of lawlessness
 - impersonating a police officer
   - pretending to have authority to direct traffic where no cause exists
   - pretending to have authority to stop traffic
 - (criminal) interference in travel, trade and commerce


There is no shortage of laws.

The problem is the laws (not) being enforced, and the Demon-rats sanctioning this war of chaos.

Private citizens have as much right as police, to bring criminal charges against a civilian (or government) target, and this (from first hand experience) can be an inspiring, learning, and liberating experience.  The crown/gov/ag/department of whatever, will usually proclaim (or be in statute) their right to intervene and take over the case, but no matter - your voice is heard.

This could be called "posse up, with a pen" ;)

If you do take this path, consider separate charges against related entities - the "protestor"s parents, the city mayor, etc:

 - for each individual target, you -must- create a separate charge sheet, and summons, to be filed in your local (e.g. Magistrates') court - higher crimes must be filed in a higher court (e.g. country/ district courts, or even state high/supreme court - depends on the crime, investigate your local jurisdiction's various criminal statutes...)

Create your world, with a libre/floss word processor and some prinouts :)
