Usually "expendables" are expended simply for money, or in the case of the clintons for the dirt they had on the Clintons, or as payback (Seth Rich).

Remember, $1.5 billion smackaroos - Hunter gets rapey in a Chinese crack den videoed to ensure for the CCP bosses, future compliance by Biden with the deal, but the CCP wants a little extra this time, so they demand the list of the 30 (number probably unknown to CCP at the time) "disloyal Chinese traitors" who are promptly shot on the street, which is a small price of life for Biden/Obama to pay - since it's not their own lives, and not even USA nationals, so unlikely to blow back home in the USA.
