this movement from role to intention is happening in every aspect of
society as those with the ability to influence and spy alter peoples'
impacts.

what's probably important here is that some technologies, when stolen
by the government, give the government more power than the people, and
some do not.

additionally, some things stimulate the government to get defensive
and out-research them, and some do not.
