Artists build paper mache walls.  Which melt in the rain.  This can be pretty, but not usually, although tears may be shed "for the sheer humanity of the ugly pile of wet newspaper".

When a wall is needed, I'll take an engineered wall.  Some Roman viaducts exist to this day - still streaming water from their various heads to their respective destinations.  These are good, functional and useful "walls".
