The siacoin people seem interested in this kind of stuff but likely could
use some help https://sia.tech .

Sia is very cheap and many people offer free payment for storing data e.g.
https://skyportal.xyz which stores with 10x redundancy for free, but
permanence without payment is not guaranteed by the protocol.  That is
likely changeable with a fork of it or of any similar storage economy
change.

Sounds like you're talking about maidsafe's goals.
