	The ARPANET was always a centralized project of the US military. It was created as a tool for mass surveillance and remains faithful to its origins. Notice the complete absence of any sort of 'privacy' since day 0. 

	The fact that there was some 'decentralization' in it was partly accident and partly a bait-and-switch operation.
