Okay, mystery solved: It's a reference to the "Libertech Project", but it doesn't name Chuck Hamill or "From Crossbows to Cryptography".

I cannot imagine NOT having cited Hamill's essay. It, perhaps more than any other single thing, inspired me to write my AP essay.
