Perhaps you're suggesting this for free people in a locality where
individual rights and freedoms are upheld?

In your linked article, those (including reporters) who expressed on
social media an intention to attend a peaceful protest in Cuba, had
plainclothes police turn up to the front doors and prevented them
from leaving home - here's the quote from your above linked article:

But protesters did not show up, though a strong police presence was
noticeable. Some of those who planned to protest, as well as
independent journalists, tweeted later that day they had been
prevented from leaving their homes by plainclothes security
  officers.

... and given USA/ MIC/ GOV/ Soros/ SPLC/ etc "colour revolutions",
one can understand the sentiment of the Cuban state...

However, freedom has a price.

We must be willing to pay the price of freedom.

The price of freedom, includes the cost to educate ones elf, educate
others, roll out Neighbour 2 Neighbour infrastructure, be willing to
face the wrath of (((TPTB))), and more...

What shall it be? Slavery? Or much effort, confront and consequences
of standing for freedom?

Create our world,
