It makes we wonder why any legislature would pass such an obviously-unconstitutional law.  Maybe virtue-signalling is a factor.https://en.wikipedia.org/wiki/Virtue_signalling

One major problem is that simultaneously, that legislature is "signalling" that they consider the 1st Amendment to the U.S. Constitution worthless.
