so first note : snowden mentions some govenment 'study' that proves
that surveillance doesn't help catch 'terrists'

United States in which the telephone records program made a concrete
difference in the outcome of a counterterrorism investigation,” bla bla 


HOWEVER

"the board said that the 702 program, aimed at foreigners, “has proven
valuable in the government’s efforts to combat terrorism as well as in
other areas of foreign intelligence.”" 



So invoking that 'study'  seems like are very stupid blunder for
snowden to make...
