Cheapest is a community/ neighbourhood network - e.g. wireless mesh
net around the blocks/ streets you live.  Requires having meetings,
organising with your neighbours, and someone with enough tech
knowledge and patience to do just a little research and set things
up/ help out the neighbours.

You may need a catch e.g. "low price", "freedom", "community library"
or some such.

Principles are more powerful motivators than dollars (low price).
