Most BitTorrent clients will not accept a naked infohash, so you may
need this instead:

magnet:?xt=urn:btih:4d0fa67d82682390d7920e1930b02cb45b3cab96&dn=Risk%20-%20Wikileaks%20Assange%20Applebaum%20-%20Laura%20Poitras%202016.mp4

though everything after '&dn=' will be picked up when the metadata is
downloaded from the existing peers.
