Assertive self-ownership can be easily taught at a much younger age than
this.

Besides "no", "mine" is also a powerful word for a 2 year old:
make a game to build their sense of ownership of their own body, as well
as of their own choices - for suitable and age-appropriate "choices"
granted to them by you their parent or guardian in a safe environment,
whilst at the same time they discover/ learn to comprehend the
boundaries and authority of others.

Boundaries and the authority ("strength") of the parent or guardian are
essential in order for the young to feel secure in this world, and this
sense of security/ safety is a pre-requisite to self confidence.

Good luck,
