China went from poverty to wealth, by allowing businessmen to get rich.

For the reverse transformation, from wealth to poverty, consider 
Venezuela before 1993 with Venezuela after 1993.  Socialists can create 
a sand shortage in the Sahara desert, and socialists can transform oil 
wealth into oil poverty.
