I believe in many of these so-called attacks, when they're real ones,
the US plants bots on Chinese, Russian, computers that attack US
agencies, commercial institutions, etc, and steal the data for the US
intel community... One thing Snowden's doxdumps showed was the US LUVS
industrial espionage. Can stealing credit card and other personal data
for resale be off-limits then? The CIA and all the rest ARE WELL-KNOWN
for dealing with the Mafia and organized crime generally (because the US
government IS organized crime) Meanwhile the bots provide a convenient
alibi for the simple-minded, that Chinese or Russian computers are doing
it (so it must be their fault) and some of the less-useful dox are
dumped on the public.
