I would expect users whose "controversial" content is of a
politically controversial nature would tend to drop this tool on
learning of its potential failure modes, while those whose
"controversial" activities are of a straight up criminal nature
would be much less likely to learn about, or care about, those
failure modes.  The dirtier the deed, the more irrational hence
compelling the motivation for it.
