There was a bit of controversy over the relationship between
Google and the NSA back when Google was brand new, because the NSA
sent engineers over to Google to help them design their server
farms.  Other companies very properly complained because they were
not getting any such free tech support from Uncle Sam.

Abusing all your users equally at a scale that makes the abuse a
normal environmental condition, produces maximum gains in income
and valuation for the enterprise.
